Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The chain of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are conducted: optimistic declarations are delivered from various governments. Immense energy is devoted on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from across the border, a capability afforded by current data. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, presumably supplied through allied countries. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: perhaps the approaching threat won't strike its target this time, sparing the city from catastrophe and another blackout.
Continuous Dangers
Soon after, a automatic firearm fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.
With pauses, this continued until dawn. Kyiv faced the morning news: seven people killed, damage and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on Western support – a dependence that regional partners are demonstrably unable to substitute in the near term.
Failed Diplomacy
The 28-point plan from Washington sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new approach from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, persist.
Tactical Assessments
It is tempting to accuse specific actors of consistently pushing Russian terms. But that does not seem to be the whole story. American leadership functions according to a premise well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The American government believes that it is unrealistic to compel Moscow to relinquish the land that it currently occupies in Ukraine's south or east.
The problem is that while accepting these circumstances, US leadership does nothing to deter Moscow, through statements or actions, from assuming that the situation will not change more in its advantage in the months ahead.
Divergent Views
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a entire defensive failure until conditions improve in its favour.
Present Conditions
Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their objective will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a mere seven days to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.
While new plans based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect particular unwillingness to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, mainly require continued Western support.
